Buildings in Hyderabad are either under construction or decaying. Decay starts as soon as the building is ready. This house is in the last stages of the decay cycle - it's often difficult to say whether such buildings are in use or being demolished.

Doesn't look very different from poorer parts of southern Europe, for example suburban Athens, Napoli etc.
It's difficult to imagine how any first-world country could be so sloppily maintained. Then again, recent news about poorer parts of Athens sound like they couldn't maintain first-world standard of living themselves.
